Obligatory Medical Insurance for Foreign Citizens

The visa applicants should submit an obligatory medical insurance policy of the Belarusian enterprises “Belgosstrakh” or “Beleximgarant”, foreign medical insurance policy, or medical insurance card. The foreign medical insurance policy or proof of its existence can be presented as the original or a copy and should contain the following information:

• name and address of the foreign insurance company, phone number of the foreign insurance company or of the international assistance company, full name of the foreign citizen;
• the territorial validity should include the Republic of Belarus;
• it should be valid for the period of travel or temporary residence in the Republic of Belarus;
• the minimum limit of responsibility of the medical insurance is 10 000 Euro.

Please keep in mind that:

1. Belgosstrakh simplified obligatory medical insurance procedures by introducing online sales. Prior to his or her travel, a foreign citizen willing to visit the Republic of Belarus may contract Belgosstrakh services by logging into http://my.bgs.by/UserCabinet/UCBNLogin.aspx at Belgosstrakh official website. After the insurance fee is paid, the customer receives an emailed notice about the insurance contract taking effect. The notice will have a QR Code which contains details of the Insurance Company, type of insurance, customer’s full name, reference number and contract validity dates. Thus, the QR Code whenever read provides true information about the medical insurance contract. Such contracts are accepted by Belgosstrakh without any restrictions.

2. Similarly, Eximgarant of Belarus deployed online sales of obligatory medical insurance policies. Details of how to buy are here.

The foreign citizens, who have the right to enter the Republic of Belarus without a visa and are obliged to have a medical insurance policy, should submit the medical insurance policy or medical insurance card that corresponds to the above-mentioned conditions to the employees of the State Border Committee when entering the Republic of Belarus.

The Ministry of Internal Affairs registers, extends registration and issues temporary residence permits to foreign citizens for a period not exceeding the validity of the medical insurance.

Foreign citizens should keep the original copy of a medical insurance contract, medical insurance policy of the Belarusian or foreign insurance company or proof of its existence at all times during their travel to Belarus.

Please keep in mind that for the purposes of registration in the Ministry of Internal Affairs all insurance policies issued by a foreign insurer should be officially translated into Russian or Belarusian.

The medical insurance is not required for:

• heads of foreign states and governments, members of parliamentary, governmental and official delegations invited by the governing bodies of the Republic of Belarus and technical personnel of these delegations;
• heads and members of the diplomatic and consular missions, representations of the international organizations in the Republic of Belarus and their family members;
• United Nations employees — holders the Laissez-Passer issued by the United Nations;
• crew members of the international air flights and crew members of the trains of the international routes;
• foreign air force crew members and other military personnel who arrive in the Republic of Belarus to take part in the military exercises;
• persons residing in the Republic of Belarus as the representatives of the foreign border authorities;
• citizens of the states that have an agreement with the Republic of Belarus that regulates the matters of gratuitous medical emergency services;
• foreigners that apply for a refugee status in the Republic of Belarus;
• foreigners transiting Belarus by train or by air.
